弗兰克·鲍姆（1856-1919），美国儿童文学作家。生于纽约州。父亲是个桶匠，后来到宾夕法尼亚州开采石油并发了财。
鲍姆的童年是在父亲的大庄园里度过的，从小喜欢写作。鲍姆做了父亲以后，常常回忆自己童年时代所听过的故事。他觉得那些故事枯燥沉闷，讲的尽是些令人讨厌的道德和训诫的内容。他自己构想出一些听了使人愉快的故事，同时把儿歌改编成故事。1897年，他编了一本《鹅妈妈的故事》散文集，出版后获得成功，又出版一本小诗集和一本儿歌《鹅爸爸的书》。这本书附有精美的插图，全由他的朋友艺术家W·W·邓斯洛绘制。此后又出了三本韵文诗和短篇小说。
1900年，鲍姆45岁时写成《绿野仙踪》（即《奥茨国的魔术师》）。它的第一版也是由邓斯洛绘制插图。其印刷之精致可与《鹅爸爸的书》媲美。《绿野仙踪》是美国儿童文学史上20世纪的第一部受到赞赏的童话，从出版一直行销至今。
鲍姆写《绿野仙踪》时，并没有想到要把它写成多卷集，可是这部书的成功在读者中引起越来越大的反响，人们要求把它写下去的呼声也越来越高。在这种情况下，鲍姆又写了《奥茨国的地方》、《多萝茜与奥茨国的巫师》、《去奥茨国的道路》、《奥茨国的装翠城》、《奥茨国的奥茨玛》、《奥茨国的补丁姑娘》、《奥茨国的梯克——托克》、《奥茨国的稻草人》、《奥茨国失踪的公主》、《奥茨国的铁皮人》等。他去世后，还出版了他的最后一部著作《奥茨国的格林达》。
40年代，《绿野仙踪》由美国米高梅公司改编拍制成电影。
